Some players do focus better and play above their strength when faced by tough competition. Back when I played in OTB tournaments, my rating fluctuated around 1950 to 2000... but I have a 50% score against both FIDE masters (1-1) and super-GMs (1/2-1/2).

I have a theory: I am struggling to improve on my almost 1800 ELO rating despite regularly beating Fritz 13 on 2000 ELO because I am simply not given the opportunity in my league to play and beat higher rated opponents. This is also valid for tournaments when, because of my rating, I am stuck in the U1800 category section. If you try and get put in a higher category the tournament organiser won't let you.
Of course, every chess player believes he is underrated. But does anyone think there is any substance to the belief that one could have a higher rating if only they could play against better players?
