6-10 years, assuming you play 3-8 rated OTB games/month and study 1-2 hours/day. These are the results of recent surveys of hundreds of FIDE (1800+) players.
At 13 years old and playing chess for 1 year, why do you want your rating to settle? You should want your rating to go up!
The more you study, practice, play, and look critically at your games, the better you will become. Work hard and watch your rating go up. Don't expect that you are as good at chess today as you can be, chess is not something you're born with, it's something you learn.
About how long does it take (on average) for one's USCF rating to peak? I have been playing tournament chess for about a year, and my rating is still bouncing around like crazy. Does anyone have an estimate of when it will settle?
