It really bothers me when a game is obviously a draw and the other player won’t agree to it. Since I value my time I’ll inevitably just end up resigning and loosing points, but it doesn’t feel fair. I’m surprised how many of these kind of petty players I come across here who value receiving points from games that they did not win at the cost of waiting for the time to expire or the other player to resign :(

If you think a game is a draw there are ways to ensure that a draw happens. You could repeat a position 3 times, don't make a capture or pawn move for 50 moves and claim that way, or really stick it to your opposition by creating a position to stalemate, or simply trade everything off until there is insufficient material. Sorry to tell you but rat 700 few games are draws, as mistakes are ridiculously common, up to and exceeding the 13-14 hundred Mark. In which case blunders become a lot less frequent.

Anyway who are you to say it's drawn? The reason the other person isn't drawing is because they don't think it's a draw. is your opinion as a fairly low rated beginner (no offence intended. I was your level a few months ago and you seem to be improving quite well. its just 500 minimum to 900 maximum players are still low beginers. only around 14 to 16 hundred does one approach the intermediate phase- IM not there yet, myself) greater then that of another fairly low rated beginner who thinks they can win by time or that has scheme for the game that you maybe cant see?

Of course #2 comment has some good suggestions.

Maybe you will blunder and lose in a draw position. Your opponent could do the same. You never know: you’re only 700 after all
