I agree 100% that asking for a rematch should be reserved for the person that lost. I consider it a low class move if the winner asks for it

I once lost a fairly close game and got a rematch request.
I accepted it, and in the ensuing game I proceeded to absolutely smoke the dude.
Strangely, he didn't ask for another rematch. 😂

It would be trivial for Chess.com to add a Setting like so:
Accept rematch requests:
(o) Always
(o) Only after I win
(o) Only after I lose
(o) Never

And I've suggested it. But they're more interested in adding bells and whistles. The lack of this option is the main reason I won't pay for Premium.
To offer a rematch is giving the opponent the opportunity to play a new game and this is, strictly speaking, the prerogative of the winner. It is implicit that the loser would want to play again.
