Sounds like a weird complaint. Resigning is part of the game.....it's not the same as abandoning or not finishing the game. Chess is a simulation of war. Your opponent has raised the white flag and said no more. Would you kill every last soldier on the battlefield? You and them know it's over, so you'd want them to willingly sacrifice the rest of their men?
Resigning is annoying.

That's essentially resigning - they are giving up their leader

The only thing I hate is when you're about to win and someone resigns.

At my level resigning is okay but you should let the game continue until they mate you . Maybe something weird may happen or some mistake and timeout may happen so never resign at 100-1500 level.
I tell my students to hang in there to see the winning method. After they get more experience, resigning is then OK.

My personal opinion is:
I start a game knowing there will be winning or losing, and sometimes a draw. Either I or the other player will experience one of these outcomes (winning/losing) or a draw. So, I really try my best not to resign or abandon the game. But when somebody does that, it really feels awkward, like they refuse to stick with what they started.
Also, it's not necessary for the losing side to have all their pieces captured or for the winner to promote every pawn to an excessive number of queens. It's just a waste of time.
It's a game, not a battlefield, at least not these days. So, if I don't have the time or mindset to play a 10-minute or 30-minute game, I shouldn't start it.
Again, this is my personal opinion. I've never played any title match, and my rating barely exceeds three digits.
God, whenever I play a full long match, then at the last moments of reaping the benefits of my efforts, my opponent resign! Like the match is actually about to end, we spent a lot of time thinking and playing, why you don't just leave make us complete the game?

I only complain because chess environment does motivate players to resign, like it's a sportsmanship. Chesscom can do a thing about it at least, some limitations /or account restraints.
