Rook move analysis

Hi, I am confused with one game analysis. Can anyone please help me to understand. 

Why this rook move for black is not a blunder ? White can easily capture black queen after this move.

I think it's because u just get 4+ points. A blunder is where u get 3 for 9 points or just leave your pieces hanging. I think

It does not matter: both moves lose for black. With ...Bd6 c5 black loses the bishop, with ...Rd8 black loses the queen for a rook.
