I am aware that the chess explorer is not permitted to be used on live chess, but can be used on daily chess games. I just registered for my first daily chess tournament. Am I permitted to use this explorer or any other opening game database, for daily chess tournaments?

Yes, you are able to use the Opening Explorer (and other game databases) during any Daily Chess games - including tournaments! Essentially, you are not allowed to consult an engine or another human.
