A better way is to have rating floor. Say after 50 games at a certain level you can never fall 400 or 500 points below that rating.

Rating floors work, but also make the rating system less accurate. I think that sandbagging isn't a real issue on chess.com since you can't win money in tournaments.

I think a floor is good (except for those of us with provisional ratings) because if someone is clearly capable of defeating a 2000 or obtaining an 1800 rating then something is amiss if they're in a 1400 tournament.

I think that rarely happens because of sandbagging, but very often because they join the tounament with a provisional rating. Without money to earn there is just no incentive for sandbagging.
I think there should be a new filter for live 1 min. games. You should be able to select the rank a player has achieved. For instance if you have a player who has been 2200 in quick and is now 1350, we should be able to filter that person out as they are just trying to mess with people
