I assume you mean "spamming", so your comment should go more like this (?)-
"Don't you hate it when someone else spams posts just to annoy you! Shouldn't chess.com ban saying the same thing multiple times?"
Well chess.com actually has several rules against spamming and often deletes posts or mutes (or even bans) spamming accounts. Most purely-spam accounts don't last more than 2 hours.
If your talking about someone spamming you in game chat of PMs than the staff can't see that (groups can be similar as mods don't patrol small ones, maybe not even big ones, I don't know) and so you need to alert them. If someone is spamming your homepage than the staff are highly unlikely to stumble across it and you should once again let them know (if it's even serious.)
The "report spam here" thread in the "help and support" section is a good place to start.
