Scandinavian Opening b4???

In a few grandmaster games I found and sometimes when I play vs computers, in the scandinavian, it starts normally 1.e4 d5 2.exd5 qxd5 3.nc3 then qa5 now here I just don’t understand, 4. b4. This move just loses a pawn why is it ever played?

It's the Meises-Kotroc Gambit variation of the Scandinavian. One idea of the gambit is to lure the Black Queen to a square where you can continue to gain moves by kicking it around.

It's not a very good gambit, IMO.
