scoring for positional analysis

I've tried other threads, but none of them seemed to be what I needed.

1. What does it mean when a chess program says "-0.2" about a position? Is it trying to give you an overall (yet vague) idea of how advantageous/disadvantageous a position is?

2. And for which player is it calculating?

3. Is there a lowest/highest value for these figures?

4. What is the chess program taking into consideration when it calculates?

1.Engine evaluates the position and show advan/disvan. as pawns so +3.65 means white is better for 3pawns and 0.65 of pawn :). It value whole position

2. +5 means white is better, -5means black is better, = positon is euqual, +- whie is better, -+ black is better, += white is lighly better...etc

4.It considers position of pieces, who have material advantage, space, king safety,...etc
