Until you have reached the rank of IM or GM your opponents do not have any published games. It is not possible to prepare an opening repertoire against a weekend tournament opponent(s).

This isn't true at all. Even in the days before computers there were local chess magazines with countless games from regional tournaments published.

Today, it's far easier than ever to look up the games of potential opponents even if their ratings are very low.

Well, I guess if you are willing and able to pay the membership fee for every state chess association that your opponent has played in and you knew the pairings for every round in a weekend tournament in

advance, which almost never happens, then you would be able to prepare. But, the facts are than in weekend tournaments even the sponsors of the tournament don't know until the deadline for entering who is playing in any section (Open - Unrated). And of course you have to consider the cost of doing so.

how far will be your preparation? in general.

Go for an opening that will suits you.

When going on to studying a repertoire you must consider the:

1. Pawn structure that will arise

2. Endgame that will favours you

3. Middle game that will suits your attacking style.

4. And possibly the traps.

It is all about thinking of each characteristics of openings and their variations that must be learnt by heart.
