Levy's OTB rating has been on a downward slide. He was once over 2400. Now he's in danger of dropping below 2300, if the trajectory continues.
To talk about him reaching GM at this point is more like fantasizing. Reaching GM is difficult (perhaps even impossible) even for players who are 2450 in rating ... and Levy isn't close to that ...
It's a bitter pill, but the GM title is no easy feat. Even strong IMs are unlikely to reach it.
I'm not saying he isn't an amusing dude who has done a bunch to help popularize chess on his internet channel, but those things aren't norms. If you can't produce, you can't produce.
