They do, those people you listed use chess.com to play on when streaming.
Shouldn't Chess.com have its own streaming tool?
A lot of chess players like Eric Rosen, GothamChess (aka Levi Rozman), Hikaru and much more do
streams on Youtube and Twitch. Should Chess.com have its own streaming tool?
The site programs chess tools and leaves streaming clients to those that specialize in that. It really doesn't make much sense for the site to invest resources in reinventing the wheel.
I think GallantGrouse was trying to say Chess.com channel, not tool. The players listed don't have a tool either. They use Twitch. What they have are more recognized channels than chess.com because people partnered with chess.com. Now we have people partnering with Hikaru and using his channel. As people become more well known, those lower ranked without the exposure carry the channel.
Another thing to point out is video quality. Unless you have a large subscriber base, your viewers may not be able to adjust resolution. This makes it hard to buffer for people with lagging connections and prevent that channel from getting more subscribers. At least this is what I experienced last year into this year. Now, I usually just follow top channels and don't bother if I can't view at 360.
Here's an example, if you are not well known and have lower viewership, then you run the risk of losing subscribers. I am not going to call this a pyramid scheme, but it is close. Something about it isn't right. You should be able to start out on your own without having to play second fiddle to larger channels.

I would like to see something made that isn't controlled by Youtube or Amazon (Twitch).
You would select what commentators to listen to. If you wanted video of them, then you would add that. For me, I would just want the audio. Then you would have an analysis board that correlated to those commentators. You would have the option to tab through 10 other boards (kind of like the way chessbomb works).
The size and dimensions would stay intact and you wouldn't have to keep adjusting things like what is happening now when broadcasts are done.
