It's hard to say. Superficially we could observe that the faster time controls tend to attract players of higher skill... however surely it's true that a large reason chess.com decided to move 10 minute games to rapid was that the blitz time control was fractured. 10 minute games are the most popular time control (IIRC) but only new players play games that slow online. Skilled blitz players (such as GMs) almost universally play the 3/0 time control.
So on one hand you could say that a player such as yourself, coming back to chess.com after a break, should experience a decrease in their rapid rating because in general blitz players are better than rapid players.
However on the other hand, only the least skilled blitz players were moved to rapid... and how 10 minute players compare to the rapid pool in terms of blitz is not at all obvious.
If your rating has increased, then perhaps out of all the live time controls 10 minutes players are the least skilled... but it's hard to say from only 1 data point and anecdotal information (I haven't reviewed your history).

Is it a coincidence the quality of play has decreased hugely since 10 min was moved to rapid? Or is something else happening?
I havnt been playing much for about 4 months and am rusty compared to my usual standard but people at 1600 are just making crazy blunders. So it's definately not me getting better
