Smurfing is a legal thing here but why?

I asked chess.com and they refused to ban a player with 3000 W 200 L unranked game 
He even has several wins against +2000 elo player. His elo is 600 since 2017 

The other player has +9000 wins in blitz and 8900 rapid and 1300-800 lost games.
His avarage opponent elo is around 500-1000 and his rateing is 1400 but his true elo...nobody knows
His percentile is 93% 

So why he is still here?

who cares about their true elo? As long as they're not artificially increasing their rating just let them play.

If he’s playing unranked then who cares? As long as he’s not making multiple accounts I don’t see the harm.

how about the +10.000 player who just wanted to play unranked with an opponent in his elo range and this guy showed up with his fake elo 600 because he is never playing ranked?

And not against somebody who is +1000 elo better than me or even more.

Its ok if you want to play against somebody who is better to learn.
But its your choice not his. Thats the problem

if you want to play someone similar to your level then you should play rated games. Unrated games you can get paired with players of all sorts of strengths because of how small the pool is.

But if somebody show up with 600 and his true elo is 2000 you cant choose to leave because you dont know who is your opponent.

If you find someone like you are describing, just block them. That way you won't get randomly paired against them.

Can’t see the point of a player with a fake rating of 600 , who in reality has a way higher rating , wanting to play such low rated opponents.........what does he achieve by doing this ! 🤷‍♂️

you're wrong dear and don't blame us.
I have been playing on this site since 2010 with nick at elo 2000, but for copyright reasons I had to delete them.
I reopened this nick and resigned myself to playing a dozen games to bring it back to its usual rating but .. and I am the first to be amazed by it, I am no longer able to do it. it must have been the age and for this reason I find myself in the stable of 1300 -.
if by chance they let you play against me, ask the manager of the 1300 - stable for explanations.

Dont play unranked 
or block every smurf ( i found 2 within 12 hours and im not playing 100 games a day...)

Why chess.com can't force them to play ranked after thousands win in a level of certain elo?
Than they can go up by elo and than everybody can see their rank.
So everybody can decide to play against him and how to play against him.

Because you play different game against a 500 - 1000 - 1500 - 2000. Certain openings and trick dont work against better players so you need to know who is your opponent because thats fair play.

Your situation is a different story. You play against your elo.
They dont. You dont have a 90% win ration because if you would you can go up in ranked.
They have 90% win ration because they refuse to play ranked and the only thing they want is to beat hopless newbies

The site isn't going to force players to play rated games. Even if they did, they could play poorly enough for the required games to keep their rating low. You could always make a formal suggestion, but I don't imagine they'll implement anything like that.

There is no point.
They are just haveing fun beating hopeless newbie players over and over again.
Some of them have 20.000 win against elo 600 and like 0 lost games...
Thats the problem

I know its not the best solution but at least something. But doing nothing is just wrong.
