I would say if you are above 1700 and have a completely lost position than you should resign.

Not true. I was playing the U2200 section in a USCF tournament, i was down 3 pawns in a lost rook endgame, i sacked my rook, my opponent took it and it was stalemate.

Ur probably one of those people who was winning, wanted their opponent to resign, but their opponent didn't resign and managed to swindle the game

If you claim that not resigning degrades the sportsmanship of the game, that makes you a hypocrite and a sore loser who can't get over the fact that you lost a game where you were winning. That's on you if you flag or blunder. Not resigning shows resilience, determination, and emotional strength. Of course it makes sense that one would resign if they know there's a 100% chance that they'll lose. Comebacks happen all the time, even with like a 0.0001% chance. It's the opponent's decision at the end of the day. They have the right to resign or not resign. Nothing in your power.
