Where can relative rankings of grandmasters over time be found?
Fide started official ranking in 1971. But their archive only begins in 2000.
1967 (unofficial lists) to 2001 is shown at

So, looking at the original 1967 list, the top 5 are:
1-2: Spassky, Fischer (neither yet Champion) 2670
3 Current Champion Petrosian 2660
4-5 Botvinnik, Tal (both past Champions) 2640
