Material isn't everything. Stalemate adds more strategy to the game so the whole game isn't just waiting for your opponent to blunder.
Chess has the concept of war, with two sides fighting against each other. But the gameplay isn't really "war" where simply the side with more soldiers win, its a strategy game.

Games have rules and objectives. Eg. You're told to capture someone alive for interrogation but you kill them instead. Objective not achieved. You failed.
