Put simply, it is when a person has no legal move on their turn.  An example:

A stalemate is when your king is not in check, but any space he moves too would put him in check, and you have no other pieces on the board that you can move.

it's worth noting that in Xiangqi (chinese chess) being stalemated is the same as being checkmated.
