Stalling opponents and what should we do about it????

I know that opponents stall because their losing, they left the game, or there thinking to long.(Or they have a computer and there waiting for the computer to make its decision. If that happens, please report the offender.) But where should we draw the lines???????

Draw what lines? If they take too long they lost the game on time. The rules already draw the lines. What more could anyone want? A win is a great thing.

This is an idiom. What I mean by drawing the lines is to make the rules of what happens if opponent is stalling because they left the game.
