Stalling Versus Disconnecting

I'm getting very annoyed with the fact that I consistently face opponents that stall out at the very end of matches and nothing seems to get done about it, but if I have a spotty internet connection and disconnect for like 30 seconds, then I forfeit the game. What is this policy?
