Starting from Scratch and Improving

I need to start from scratch and try to improve at this game
I sort of understand some beginner concepts of developing pieces early, control the center and king safety but I'm really not sure how to improve. I do tactics on chesstempo but I'm not seeing any improvement at all. I am technically and fundamentally flawed and stagnant.
This game really is the bottom of the barrel for me. I develop my pieces, take control of the center and lose to this pawn pushing garbage. I need serious help ( http://www.chess.com/livechess/game?id=779831330 )
For a complete novice Chess player, HOW do you improve and WHAT do you improve FIRST? I have no idea, all I have is intuition when I play
