statics- what is percentile?

I know what is percentile, but on what basis is this one counted. can anybody help me out please ?

It would be:
[Number of players equal to or below your rating] / [total number of players]

Have children and you'll learn it quickly!

Take for example, 2000 players

You order them by rating.

You want to divide the group in 100 subgroups; so each subgroup has 20 people

Percentil 1 contains the 20 worst players

Percentil 100 contains the 20 best ones.

asking for refference here , is it with no. of ppl or higest rating in same level , Spanisch I cannot write it or u could have better understand what I mean.
