There are a number of apps that can do it. Vega is free for up to 30 users or completely free on Linux. I'm sure there are other free options, though I haven't tested any in a few years.
I think it's much faster for you to read that (https://en.wikipedia.org/wiki/Swiss-system_tournament) than waiting for a forum to give you only part of this information.

I haven't used Vega for over 5 years or so. It was pretty easy to use though, when I used it.
