Tactic rating vs Game

I have some question..

I have played blitz more than 700 games, rapid 60 games, bullet 300 games. But my rating still only 1050 average. Thats normal?

And my tactics rating was 1550 and i always see my opponent stat and i never saw in average 1050 rating someone who have tactic rating above 1500. Thats normal?

I have the same problem. my tactics rating is above 1900 but my blitz rating is about 1100. guess I have to improve my overall play.
