Tactical Exercises

I have read an articule in which its autor claimed that tactics should be practised first  than learning strategy in chess. And he was reffering to players ~1000-1600... To be honest I have mixed feelings about that fact. Is it right ? Probably to some extent it is but I would like to find out Your points of view.

At lower rating levels most games are decided on tactics. While many tactics flow from strategic/positional features, if you are leaving pieces hanging or missing one and two move combinations all the time, getting better at that is important.

It's a general statement and getting better at seeing and preventing tactical shots will likely give the most benefit for the time spent, especially at lower rating levels.

Good points gentlemen. So I can clearly see there is one important conclusion for me - tactics and strategy work best when we can find the connection between these two factors in the game and are able to use them properly.  Thanks for replies ! I can see a lot of training waits for me. Take Care
