Whether it takes more time and experience depends on how you are able to think. If you have good abstract thinking skills, like myself, you can almost find positional play to be easier than tactics (deep tactics that is, I would hope anybody that's good at positional play can at least see basic one-move pins and forks of pieces of significantly higher value).
If you are unable to think abstractly, then positional play and strategy will be far more difficult for you than tactics. Tactics are like Geometry while Positional Play and Strategy are like Number Theory.
I noticed that you need a lot more time and experience to learn positional and strategical play than tactical play. It is only my impression?
