Can going over old tactic problems you've already solved in the past help you? like reading the same tactics book twice

Yeah sure. The better you know those tactical opportunities the better. It's like with language. With a little reading you learn words of a different language. With more reading you can learn to form sentences by yourself. So the more thoroughly you know the tactics, the more you can "play" with them in real play.
