I think that the kingside bishop is slightly better than the queenside one because it is on the same color square as you oponent's king before and after castling. This makes it a better attacker than the queenside one. This is my point of view.

And why is the KB preferred over the QB and indeed over the Queen itself? As this is what the statement implies.
