You could assume that he is premoving every one of his moves. So, just set up a basic bishop queen support mate and laugh at him just before you checkmate.

Come on. We've all played against someone who chooses the quickest time control then launches 1 pawn constantly up the board in an effort to win on time. They harbour no real skill, but it can be a difficult strategy to beat. Any tips?

That's true that bxa6 would work, but doubling up your pawns aren't always the best idea. Instead, bring out another piece, like Nf6, axb7, Bxb7.
But when I think my opponent is 100% ignoring my moves, and a terrible player on top of it, (and I don't feel like putting much effort into winning such a game) I'll do something like the game below. Since it's about 15 moves, usually they run out of nonsense moves before I'm done with this and they stop to think first. Importantly keep the center pawns abreast -- don't initiate any captures with them, only recapture -- and don't advance them. Don't castle either direction yet. Also, while you should be willing to shuffle your queen back and forth, don't draw by repetition. As for castling, you can castle immediately after they do (don't castle first because some of these jokers like to do ridiculous attacks that are annoying in speed games). The a pawn is moved two forward for space. The h pawn only 1, and just to cover g4.

This works very well, especially when they use pre-move!
How is this strategy difficult to beat? Develop your pieces, claim the center, but don't overextend too fast - and your opponent will be squished.
