If you're master strength or under, there's absolutely nothing wrong with the Dutch Defense. LOTS of strong players, including many GMs, have used it in the past.
However, if you're a strong GM, you usually need/want a little more out of the opening than what it offers, apparently.

The Dutch sees plenty of play at every level up to and including GM. If there's a place it's absent, it's only among the super-elite top tier of 2700-and-up players.
Below that level, the counterattacking chances inherent in imbalancing the position are plenty to justify any kingside weakening.
Your choice of whether to play it or not should hinge entirely on whether you like the games and positions, or are successful with them. Don't worry about how you'd fare against Kramnik. He'd kill you with 1.h4 as easily as he would if you played the Dutch.
In response to the opening d4 from white, i have been told using the dutch defense is generally a weaker choice than reponding with say Nf6. Is there an inherent weakness to the dutch defense, or is just simply not as popular as others?
