Maybe on chess.com game review tool, but not on OTB. At this level in question; maybe, best move? But never great or brilliant.

They are subjective classifications. Here, they have a specific definition

These are moves that were critical to the outcome of the game, such as turning a losing position into an equal one, an equal position into a winning one, or finding the only good move in a position. 

Similar to Brilliant Moves, we are more generous in what we call a Great Move for new players compared to higher-rated players

Even OTB, low rated players can find those type of moves on occasion.

Brilliant moves also can happen, as defined here. Low rated players sacrifice material or allow material to be captured all the time and occasionally that will be the best move or good enough to qualify for brilliant as well.

I think 100 rated players are more likely to make brilliant moves than 500 rated players because they "sacrifice" their pieces every move and some of them turn out to be brilliant

Not sure about that, Martin 🤔.

Certainly, the definition of brilliance as worded in “Understanding Chess Move by Move” or “60 memorable games” was more appropriate.
