Three repetition rule

If my opponents King is limited to making only one of two moves, with no other move possible, but it will take me four moves to promote my pawn, plus two more for checkmate, can they claim a draw after their third identical move, even though my position changes each time?

It only draws if both players repeat moves. If one player keeps shuffling their king while the other makes progress, then the game would certainly not draw.

The rule is triple repetition of position, not moves. All pieces have to be on the same squares, the same side has to be on the move, if castling was possible in one position but not in another then it doesn't count, and if en passant was possible in the first position then it doesn't count for the repetition.

 

So if you're moving a pawn, the position doesn't repeat.

That is only true if your opponent is also shuffling the same piece back and forth. Both players are required to move in a way to create the repetitions and they can be many moves apart
