Threefold repition

Amidst completing a match, my little brother claimed threeold repition draw.  I had my queen and bishop surrounding him, but he had multiple moves he could take.  He chose to go back and forth three times while I moved my pawn four times to get a second queen.  I understand that the intent of this rule (FIDE article 9.2) is to allow for a draw if the game was not progressing.  I believe this game was progressing.  What are your thoughts?

If you are progressing a pawn each move then it is not three fold repetition. Must have the exact board position three times to claim a draw

CORRECTAMUNDO - and it doesn't have to be 3x in a row either which can get very confusing OTB! Fischer was supposed to be able to keep track of this OTB with ease - and salvaged some draws in bad positions where his opponents overlooked the triple repetition (in non-consecutive moves, sometimes spread out over several or more moves)

Good point nimzo. I had an OTB match a few years back where I had two consecutive moves with same board position and my opponent claimed a draw. He said the board was repeated a third time, 20 moves earlier. I called bs. TD was called over. TD took a spare chess set and played all the moves out from the scoresheet to find the position of the first repeat. Sure enough my opponent was correct and a draw was given. How he remembered that many moves earlier was amazing.
