I am reading an article where the author mentions that for a game 60, both players were late. They were each penalized time and started with 5:45 each. Isn't that a bit harsh? Or do I not understand what 5:45 means?

If both players were late, the tournament director would take the time elapsed since the start of the round, divide in half, and deduct that much time from each player's clock. At least for the USCF.
