Yes visit uschess.org and join a club. Now to study on your own, I suggest you get chess books. In order for you to be competetive in tournaments, you need to improve your endgame,tactics and middlegame knowledge/skills.

So I'm 13 and chess has always been a hobby of mine. I've been in my school's chess club twice, dominated both times, and did a day camp over the summer, and did well in that. The only problem is, I want to start playing competitively (tournaments and stuff) but I don't know where to start. Could anyone give me advice on where to begin to improve competitively?
