touched piece rule

Is there any programs out there that will enforce the touch piece rule.

in chessmaster I can click on any piece with the mouse and play something else. In fact I can click on all pieces.

I can drag a bishop around on the board as long as I don't place it and play another piece instead.
for training before a game, I would like enforced touched piece rule.

since I should think before moving or clicking on the board.

No, it sounds like a programmer's nightmare...

You could enforce the rule upon yourself. Easy and cheap.

Play the game with a real board set up infront of the computer screen. Self enforce the rule in the real world and then make the single move on the screen.
