I am playing in a otb tournament now. I am rated 1434 OTB and I have met a (1771,1022,1571, 1797) and I have 3 out of 4 point the victory against 1571 and 1797 was very lucky.
it was a lucky punch out of pratical nothing. some would call it a prove of luck in chess against the 1797 I was down a queen and a rook and suddenly found a mate in 2.
I think chess mentor and tactics trainer has sharpened my way of playing, I am constantly looking to improve the quality of my pieces. Constantly looking to make the position specific. constantly aiming at something.
maybe I am just telling me all this; I was just lucky.

I think your observation doesn't have to be exclusive to TT -- probably just a good understanding of tactics and endgames in general will be of huge help. A lot of experience in tactics allows you to tell when and how an idea is forcing. This can help when you're trying to determine how much you should stop your opponent's plan -- maybe he's pretending to attack or something -- and how much you can ignore it. A plan that has a lot of concrete threats -- either the direct capture of something, a check, or a tactical trick -- is a dangerous one while one that does not, no matter how nice it looks (for example, a visually pleasing pawn storm, but perhaps with no pieces behind it), is not immediately pressing, and probably won't be a problem for you if you have some sort of counter plan.

So I think it helps with more than just taking advantage of blunders; it refines the way you look for plans and moves in general.
