Under USCF rules, if you make a draw offer and then make a move, does the draw offer still stand?

In other words, can your opponent (on his turn) accept the draw offer?

Yes. Once a draw offer is extended it in effect until it is declined explicitly or by your opponent making a move or touching a piece with the intention of making a move, accepted, or the game ends in some other manner.

And the move should be made, the draw offered, then the clock hit. The accept or decline of the offer should be handled on your opponent's time.
