No.. the easy explanation by uscf is you have to do very good for an A class player. And at the very minimum have a performance above 1900. If you wanted a first category norm you likely would have needed to beat the 1900 player and drawn the 2000 at minimum. Does this help?

but how do you find out your performance rating and estimated rating?
I achieved an A Class rating in 2009, but did not have the first category title until 2018. In the event that gave me my fifth norm, I tied for first in a weekend Swiss. Three of my norms were from events where I placed first. One was an event where I placed second, winning four games of four played but took a bye. IM John Donaldson was first in that event.
