user sandbagging ristrictions ration highy fallen down

Hi when i try to play tournaments i cant enter the tournament and a pop up says the following "user sandbagging restrictions rating highly fallen down". When i read what that means it says I have intentionally lost games. - but I have not done anything like that. - I live in sri lanka and we are having constant nationwide electricity power cuts these days and wonder if this could be a reason. for it to say that i am sandbagging - can anyone tell me how to get rid of this restriction. how do i get in touch with the chess.com to get the restrictions taken out?

If your rating drops too much in a pool, over a certain time frame, you won't be able to play in events in that rating pool. Unfortunately, the site can't tell the reason the rating has fallen, but enough people do it in purpose, that the process is in place 

how can i start playing again or how can i get it corrected. there seems to be some mistake here

There's no mistake. You'll have to get your rating back up or average the lower rating for a sufficient amount of time.

What type of tournament. I'm not seeing any big rating decreases.

just normal tournaments

Open a new account and lose the first 3 games intentionally ( don't make it obvious) then you can successfully sandbag in the tournaments and possibly win.
