i'm pretty sure you already build vacation over time. at least premium members do.

I've been scanning through the forums and noticed a lot of posts on Vacation Abuse and at times have felt the same frustration... but it's all part of playing online that we have to deal with. I didn't read through all the posts so I apologize if these ideas have already been discussed. I think that being able to set yourself on vacation is a good feature and I'd like to make a suggestion on how it works.
I was thinking that like starting a new job, new members should not have any vacation time available at all (or at most, a very limited amount). After 3-6 months of being an active member, they then earn Vacation days.
I think vacation time should be awarded on some combination or points system based on membership time, number of games played, and number of timeouts. Also, paid accounts could bypass the 3-6 month waiting period and be given a small number of days right away.
This way, if someone joins the site and starts a bunch of games or tournaments, but then decides they no longer want to play on the site, those games aren't left hanging. The active memebers earn the right to use it and are less likely to abuse it while leaving inactive members fewer avaiable vacation days and the problem for the most part, goes away.
Also, if we don't have the option to make challenge games "no vacation" games, then maybe show a new stat on the members stats page showing vacation time used or a vacation time / game stat so other members have the choice if they want to play someone with a higher "on vacation" rating or not. I know there is the "time per move" stat which is good, but doesn't really let us know how often the person takes a vacation.
Just throwing a couple of ideas out there. I haven't completely thought them through, so i'm sure there will be holes that need to be filled, but I do think that this feature needs to be brainstormed and redeveloped.
