Absolutely not. I beat it several times without difficulty. 1500 is a more likely number.

It is also possible that it doesn't have a fixed number, instead it's completely random if it's strong or weak in a given game.

It has two different difficulties. The regular one and the language one. The language one is stronger and is the one that beat gotham
