Weak or strong?

Who do you want to play with, people who have higher ratings than you or lower than yours?

As for me, I play with people who have higher ratings than me... I learn more from them...

Yes but if everybody is off playing stronger players how are weaker players going to get a game with a stronger player?

How can people play with other people having ratings higher than them if those high rating people don't play with people having lower ratings than them?

I play a mixture.

I play people who have at least my rating -100 and and my rating +200 at most (that's what I enter, when I do an open seek). I Don't think you learn much from butchering a much lower ranked player, or being slaughtered by a much higher ranked player.
