Your 1400 rated bullet opponents aren't cheating. That's just a BS excuse. The reality is, you just suck at bullet. If this site is so bad then leave. One less butthurt loser throwing baseless cheating accusations around.

Cheaters are banned when they are detected: however, discussions of cheating in the main forum is not permitted, as it tends to become very heated and result in lots of public accusations, many of which are completely unfounded: I am therefore locking this post.
To report a suspected cheater to the Support team, please use Help -> Report Abuse or https://support.chess.com/customer/portal/emails/new. All reports are investigated, even if there is no immediate visible action.

The website is terrible. My clocks have been glitchy during the game, and I can't see the time I have left. Virtually every player I play bullet against, is more often than not just cheating. Their ratings for longer time formats, are < 1000, but yet they have beat 1500 players in bullet, and not just on time. They actually are able to make split second moves that are decent.
Yet the website suggests, I should upgrade my account. Why? I hardly use the website anymore, since I find other resources better. But clearly this is 'supposed' to be a good website, so you might as well put in some measures to catch cheaters, and more importantly actually have the website work properly to begin with. Playing on here gives me a headache, rather than enjoyment.
