Ratings are estimate of ones chess prowess that increasingly becomes more accurate as a player plays against other "active" competitors.
Use to ones self: someone's rating can be used as a indicator of what area training should be done (e.g. if im below 1000 after player 30+ rated games I know that there are only to possible problems for this low rating [I suck tactically or I play to many people below 200 as to where no matter how much I win may rating won't increase])
use o others: more experienced players willing to help may see your rating and use the methods that helped them to apply to you (might of said this wrong ).
