You need a rating of 2800 to play him usually. He always plays rated so won't play anyone under that.
I don't think anyone with a rating below 1800 has a chance playing with him.

Any thing below GM title, he has to consider or have a speacial reason why to.
I would say an FM lowest he would go, unless a NM or CM REALLY convince him.

I believe I saw it mentioned that he had once bought a new phone, having troubles with it and to see if it worked he played against someone 1300, ie to test the phone not to play as such.
Actually he accepts challenges in his streams here on chess.com regardless of rating. So you might have a chance then.
