What do the friend recommendations mean?

As per the title. It doesn't seem to be recent opponents, but people with a similar rating in one or more time controls. What does this mean?

And well, I get suggestions that are like 2000 rapid and 1700 bullet, so I'd assume they don't want to be blunder buddies with me....
