I see the thread first time only today, and the answer is simple: It's a fully legitimate resource, as is stalemate. The opposing player should actually admire his opponent for finding a draw in the face of complete defeat.
What do you feel about players that do perpetual checks when they are losing?

I'm actually playing someone at the min who I lost to recently and I'd rather a draw than I loss so I'm going bk and fourth checking his king until he accepts my draw offer

When I leave myself open to perpetual check from a very dominant winning position I do not blame my opponent. I blame myself.
That is not a very healthy attitude. If you will learn to shift the responsibility of your own actions to others, you will find a great increase in confidence.
The next time that you draw from a winning position, you really should blame the opponent. It is likely that you were either drugged or hypnotized.

lol what a joke. He was only able to draw due to the rules of the game. Make no mistake he was losing on material. actually, looking at the game, he had a queen a rook and two panws. I had a queen, two rooks a bishop and 5 pawns plus I had his king in REAL danger. I guess he was tied with me.
He's playing by the same rules that you're playing by.
A betcha anything if it were the other way around, you'd be bragging about how you escaped imminent checkmate with harrassing perpetual checks.
Don't be a hater because you couldn't seal the deal. Get over it or find another game that suits your "standards".
